Setting a choice of labels for self-hosted runners

Hi,

Is there a possibility of setting a set of labels to choose from when defining runner labels?

Something like this:

runs-on:
  - self-hosted
  - ubuntu
  - runner-1 || runner-4 || runner-5

I want to exclude or include runners from testing without having to adjust each runners' labels. Is this possible to do?
